Adopting a Teen who has been with the same foster family for seven ...

Question by : Adopting a Teen who has been with the same foster family for seven years?
I am at a loss here. My wife and I decided to adopt a child out foster care system. We did not want to spend thousands of dollars travelling to Russia or China, but to adopt a child from our state who needs a home. After reviewing some profiles, we chose to pursue adopting a 15-year old boy who was characterized by those who know him as ?a great young man.? As we are waiting to finish our home study (almost complete) and have a date set to sit down with the State CPS to discuss our choice, I learn more about our potential choice. First, one of the social workers tells me that this young man might not want to be adopted because he feels comfortable where he is. That puzzled me since he is listed on the adoption exchange. Then we get more information about him from other social workers. Apparently he was placed with his current foster family when he was seven years old and has been with them since then. He is almost sixteen now. The foster family for whatever reason doesn?t want to adopt him. So, knowing all of these facts, I am not sure I would even like to proceed with him as a potential choice. How can we become his parents when he will be ?uprooted? from the family who practically raised him and where he felt safe and perhaps happy. I don?t think we have a chance to become his parents. I would appreciate any advice from people who adopted teens in the past for any advice I can get.
This child is legally free for adoption. Parental rights were terminated a long time ago. Here in Alaska we do not have hundreds of profiles posted on line. In fact, everything is on a much smaller scale and it is easier to get information on children than in other bigger states. According to the profile, he doesn?t have any limitations. He has ADHD, but it doesn?t scare me as a school teacher. My big questions is: Do we really have a chance to become parents to this child when his other foster family where he spent seven years lives in the same city?
