New Kia Rio hatch launching in Malaysia next month!

It?s not a surprise that the third-generation Kia Rio is coming to Malaysia, but what?s less known is when exactly will it arrive. Unveiled at the 2011 Geneva Motor Show, the Rio five-door hatchback has been spotted testing on our roads as early as March this year.

We also shared with you pics of taped up examples in July and earlier this month. Officially, Kia Malaysia teased the Rio with multi-colour stripes at the COTY2U Autoshow 2012.

Well, there?s not long left to wait now. The new Kia Rio will be launching in Malaysia in January 2013, which is just around the corner, according to our sources. The UB will be available here in five-door hatchback form, powered by a 1.4 litre MPI Gamma engine. The DOHC with CVVT unit makes 109 PS and 136 Nm of torque. A four-speed automatic gearbox is the drivetrain partner.

The B-segment Rio has grown, and the new one?s wheelbase has been extended by 70 mm ? to 2,570 mm ? while the boot carries a decent 288 litres. Exterior dimensions changes include an increase of 55 mm in overall length and 25 mm in overall width, though height has been reduced by 15 mm, which explains the sportier stance.

Two trim levels will be available ? EX and SX. Both get LED daytime running lights, electric folding and adjustable wing mirrors with LED signal lamps, a stereo system with MP3/AUX/RDS/six-speakers, aluminium pedals, tilt/telescopic steering, leather wrapped steering with audio controls, Bluetooth, six airbags (front, side, curtain), ISOFIX and Vehicle Stability Management (VSM).

The higher SX spec car adds on front fog lamps, sunroof, Kia?s ?Supervision cluster? instrument panel, auto air-con with ionizer and Smart Key with push start button, making it very richly equipped for a B-segment car.

Here are five quick strategies to make your packing routine more efficient.


1. Use shoe bags and packing organizers
Shoe bags keep clothes clean and shoes in order. Put smaller items like socks and underwear in packing cubes or bags so that they are easy to find.

2. Pack larger items first and put heavy items at the bottom
Shoes, jeans, and corduroys should go at the bottom so that lighter items don?t get squished as much.?

3. Roll casual items

4. Limit quantities and wear what you can
Limit yourself to three pairs of shoes ? pack two and wear one ? and wear your heaviest shoes, as well as blazer or big sweaters, onboard. A puffer coat, which can be squished, packs better than others. If your coat is bulkier, wear it onboard.?

Paper Hearts For Newtown Collected By Montana Group To Show Support After Sandy Hook Shooting

BILLINGS, Mont. -- It started as a way for one Montana family to talk about the tragic school shooting of 26 children and adults. Now it's blossoming into an international movement to build a chain of handmade paper hearts to stretch almost across the country.

Gala Thompson and her family's Paper Hearts Across America estimate it would take about 19 million small paper hearts to connect Billings, Mont., to Newtown, Conn. They're hoping to gather that many hearts so they can deliver them to the residents of Newtown and show them there's still good in the world.

"It's gone above and beyond what we hoped, really, from the first day," Thompson said. "I was thinking the first 500 hearts we got, that was great. But now, it's grown on its own."

Thompson told The Associated Press that organizers will send a first shipment of 10,000 hearts ? each linked to another and with its own personal message ? later this week or early next week. Thirty hearts already have been hand-delivered to the editor of the Newtown Bee, she said Wednesday.

Overwhelmed Newtown officials have asked people to stop sending gifts, but Thompson said Paper Hearts across America is going through the YMCA in neighboring Danbury and should not tax Newtown's strained resources.

The group will then send incremental shipments as the hearts come in, all the while tracking the progress toward the goal of 18,965,000.

That's the number of 6- to 8-inch hearts Thompson's husband calculated it would take to stretch the more than 2,000 miles from Billings to Newtown.

"I feel that this will go through and we will make the 18,965,000," Thompson said.

The project was launched in response to the Dec. 14 shooting at Sandy Hook Elementary School in Newtown. A gunman killed his mother before opening fire at the school, killing 20 children and six adults. He then killed himself.

Word about Paper Hearts Across America has spread through news reports and the group's Facebook page ? which contains a template for the hearts ? and contributions have come from nearly every state.

People are sending boxes of the hearts to Broadwater Elementary in Billings, which agreed to be a collection point until the group reaches its goal. School officials are hanging the hearts in hallways until they're sent to Connecticut.

"The hearts come in boxes and boxes, and we all just get so excited," Thompson said. "We've been able to cover the whole inside of one of the school buildings and we're moving to the other one now."

Thompson said she wants people to know that it's not just a project for school kids. She wants universities, families, businesses, hospitals and others to get involved.

"Hopefully, Newtown will be flattered by this gesture and about how many people are compassionate and kind," she said. "There's more kindness in the world than there is hate, and that's what this is all about to begin with."

Berlioz's 'Troyens' revived at Metropolitan Opera

NEW YORK (AP) ? Marcello Giordani struggled mightily, his top notes effortful and thin. It turned out the tenor's third performance of Aeneas in the Metropolitan Opera's revival of Berlioz's "Les Troyens" would be his last.

The Met announced Saturday that Giordani was withdrawing from the remaining four performances and was retiring the taxing role from his repertory. Bryan Hymel will take over, making his Met debut Wednesday night and singing the rest of the run, including a matinee on Jan. 5 that will be broadcast to theaters around the world.

Giordani, who turns 50 next month, plans on returning to the Met in March for a revival of Zandonai's "Francesca da Rimini."

"Les Troyens' (The Trojans)," a French grand opera that stretches out for more than five hours, including a pair of intermissions, is based on Virgil's "The Aeneid" and depicts the end of the Trojan War and the Trojans' stay in Carthage.

Friday night's performance was a triumph for mezzo-soprano Susan Graham. She commanded the stage during the final three acts as Dido, the queen of Carthage, and was the only one of the primary singers to achieve success. Her tones were burnished, her acting impassioned. Her final-act aria, "Je vais mourir (I am going to die)," was tender and emotional, causing the audience to erupt in a huge ovation.

Graham's portrayal was so captivating it made one forget the struggles of Giordani and Deborah Voigt, the evening's Cassandra.

Paired with Ben Heppner's Aeneas when Francesca Zambello's staging debuted in 2003, Voigt still possesses gleaming high notes, but her lower register was rough and underpowered. Cassandra, the daughter of the Trojan King Priam, has the ability to see the future but is cursed ? so no one believes her prophecies.

Aeneas, the Trojan hero, has a role that lies very high on the voice. Giordani maintained color, but he just didn't have the heft needed.

Dwayne Croft, as Cassandra's fiance Coroebus, missed the previous performance because of illness and sang Friday following an announcement that he still was somewhat sick. He sounded it, with his baritone taking on a harsh edge.

Far better were some of the singers in supporting roles. Tenor Eric Cutler was a sweet-voiced poet Iopas, with a winning aria "O blonde Ceres (O golden Ceres)," sung to the god of harvest. Paul Appleby, another tenor, was moving as the Trojan sailor Hylas, who opens the final act with the lament "Vallon sonore (O echoing vale)." Bass Kwangchul Youn was imposing and sonorous as Dido's minister Narbal. Mezzo-soprano Karen Cargill combined with Graham for the lovely duet "Va, ma soeur l'implorer (Go, my sister, entreat him)."

Under chorus master Donald Palumbo, the Metropolitan Opera chorus was a major star in the sprawling work.

Zambello's production, with handsome abstract sets by Maria Bjornson and a huge Trojan horse, is busy at times as she involves the chorus in detailed interplay that can become distracting. Doug Varone's choreography for the extensive ? bordering on endless ? dancing is repetitive at times.

Fabio Luisi, the Met's principal conductor, drew a lively sound from the orchestra in a work that appears at the company about once a decade. He could not match the passionate grandiosity of James Levine's performances.

Analysis: GOP policies led to fiscal cliff blowup

(AP) ? House Republicans seem shocked by their party's meltdown on the so-called fiscal cliff. They shouldn't be.

The uncompromising conservatives who blocked Speaker John Boehner's tax bill were merely sticking to policies that Boehner and nearly all other GOP leaders have pushed, without reservation, for years: It's always wrong to raise tax rates on anyone, no matter how rich. The nation's big deficit is entirely "a spending problem, not a revenue problem." And in any deficit-reduction plan, spending cuts must overwhelm new revenues, by 10-to-1 if not more.

To be surprised by Boehner's failure is to assume one of two things. Either House conservatives didn't really believe their party's bedrock principles; or they would compromise after seeing President Barack Obama win re-election on a deficit-reduction plan that called for higher taxes on the wealthy.

Neither was true. And now the Republican Party is reeling from unbending fealty to its core principles.

Congress' structure makes compromise essential, and the nation once lionized the 19th century senator and congressman Henry Clay as "the Great Compromiser." But the modern Republican Party is heavily energized by the tea party movement, which sees compromise as a triumph of flabby pragmatism over courageous conviction.

All these threads weaved themselves into a knot late Thursday that strangled Boehner's bid to position his party behind a tiny concession on tax hikes. Whereas Obama campaigned to raise tax rates on couples making more than $250,000 ? a threshold he offered to raise in postelection negotiations ? Boehner asked his House Republican colleagues to accept higher rates only on millionaires.

When an undisclosed number refused, Boehner had to abruptly send Congress home for the holidays and face reporters asking if he will lose his speakership.

"We had a number of our members who just really didn't want to be perceived as having raised taxes," even on millionaires, Boehner explained Friday.

And with good reason, many would say. The Republican establishment has long embraced activist Grover Norquist's drive to persuade nearly every GOP lawmaker to pledge never to raise taxes on anyone, no matter how big the gap between federal revenue and spending.

Even though conservative heroes such as President Ronald Reagan raised taxes at times, the anti-tax pledge became the Republican Party's "brand," as Norquist often said.

Norquist on Wednesday said Boehner's proposed tax on millionaires would not technically violate the pledge. But it was too late, or too little, for many House Republicans.

"We made a pledge not to let taxes go up," said Rep. Joe Barton, R-Texas. Barton entered Congress 24 years before the tea party's birth, proof that unyielding tax aversion runs deep.

Such intransigence in the face of a narrowly divided U.S. electorate dismays Republicans who say compromise can be vital to a party's survival.

The collapse of Boehner's tax effort "weakens the entire Republican Party," said Rep. Steve LaTourette, R-Ohio, who is retiring after 18 years.

"It's the continuing dumbing down of the Republican Party," he said, "and we are going to be seen more and more as a bunch of extremists that can't even get a majority of our own people to support policies that we're putting forward. If you're not a governing majority, you're not going to be a majority very long."

Republican consultant and writer Craig Shirley told The Washington Post: "The national GOP is now simply a collection of warring tribal factions."

Republicans point to their success in maintaining control of the House, now assured for 16 of 20 years since 1994.

It's also true, however, that Democrats this year won more House votes nationwide than Republicans did. And Republicans have lost the popular vote in five of the last six presidential elections.

For some time, signs have indicated the Republican Party is shifting away from majority public opinion on key issues. They include taxes and spending.

Despite Republican leaders' insistence that the deficit be tackled with spending cuts alone, and no new taxes, a recent Pew Research Center poll found a different public view. The vast majority of Americans say the deficit should be addressed with a mix of tax increases and spending cuts in major programs.

Few prominent Republicans protested when Mitt Romney, the eventual presidential nominee, joined his primary opponents in saying he would reject a deficit-reduction plan even if it raised $1 in new revenue for every $10 in spending cuts. Some conservative writers said the GOP should exult in so lop-sided a deal.

But Romney's acquiescence contributed to the view that modern Republican leaders are well to the right of their predecessors, not to mention most American voters. In June, former Florida Gov. Jeb Bush said his father, former President George H.W. Bush, and Reagan would have a hard time being nominated by today's Republican activists.

Scores, if not hundreds, of House members focus more intensely on their home district's politics than on their national party's reputation. Many Republicans from staunchly conservative districts fear a primary election challenge from someone to their right.

Obama said this week he realizes that many House Republicans "come from districts that I lost. And so sometimes they may not see an incentive in cooperating with me, in part because they're more concerned about challenges from a tea party candidate, or challenges from the right."

Obama has his own problems with unbending liberals who want to protect Social Security, Medicare and other social programs from virtually any cuts. Obama's positions have varied, but he clearly signaled in his 2011 "grand bargain" talks with Boehner that he was willing to slow those programs' growth as part of a deficit-reduction, tax-increase deal.

It's still possible that Obama, Boehner and Congress can reach a deal to avert the "fiscal cliff" before the Jan. 1 deadline. For now, however, the House Republicans' internal warfare makes it easier for opponents to paint them as extremists, unworthy of serious negotiations.

"The president and Congress have no obligation to radical Republicans who have no ground to stand on," said AFL-CIO President Richard Trumka.

It's doubtful that any congressional Republicans see themselves as radicals. Polls nonetheless show that key GOP policies are drifting from mainstream American sentiment. The Republican establishment has yet to do much about it.

New insights into how immune system fights atherosclerosis

Dec. 21, 2012 ? A study led by Columbia University Medical Center (CUMC) researchers has found that an important branch of the immune system, in reaction to the development of atherosclerotic lesions, mounts a surprisingly robust anti-inflammatory T cell response that helps prevent the disease from progressing. The findings may help inform the design of anti-atherosclerosis vaccines and other therapies that can take advantage of this aspect of the immune system. The study was published December 21 in the online edition of the Journal of Clinical Investigation.

When the body encounters viruses, bacteria, or other potential threats, dendritic cells -- the sentinels of the immune system -- are dispatched to take a sample of the pathogen and present it to T cells. This activates the production of pro-inflammatory effector T cells (which attack the pathogen) and anti-inflammatory regulatory T cells (which keep the pro-inflammatory response in check).

"Normally, the pro-inflammatory response dominates, and that is what people assumed to be the case in atherosclerosis," said study leader Ira Tabas, MD, PhD, the Richard J. "However, we found that the T cell response to atherosclerosis is mostly anti-inflammatory."

The researchers, led by postdoctoral scientist Manikandan Subramanian, PhD, used mice whose dendritic cells lacked MYD88, a signaling protein that initiates the cells' maturation. Since immature dendritic cells cannot activate T cells, the elimination of MYD88 effectively disabled the production of both effector and regulatory T cells. The mice were also bred to lack the LDL receptor, leaving them prone to the development of atherosclerosis.

The net effect of these changes in the mice was to increase the size of atherosclerotic lesions. "What this means is that the dominant effect of dendritic cells in the setting of atherosclerosis is to promote the development of protective regulatory T cells," said Dr. Tabas.

Earlier studies had suggested just the opposite: that effector T cells dominate in response to atherosclerosis. "In those studies, researchers disabled dendritic cells at an earlier stage, creating all sorts of compensatory processes," said Dr. Tabas. "That's probably why they came to a different conclusion. In our model, we were able to knock out only the step involved in activating T cells, leaving everything else alone."

The researchers found that T regulatory cells act by suppressing pro-inflammatory effector T cells and macrophages, which was expected. They also identified a new mechanism that directly links regulatory-T-cell activation with protection from atherosclerosis. According to Dr. Tabas, regulatory T cells secrete TGF-beta (a cytokine, or signaling molecule), which suppresses MCP-1 (monocyte chemoattractant protein-1), a protein that recruits monocytes, a type of white blood cell.

"Now we have a specific mechanism that could explain the preclinical success of dendritic vaccines and that provides a new understanding of how these vaccines might be improved," said Dr. Tabas.

As modern star-driven thrillers go, JACK REACHER is pretty good. Tom Cruise stars as the title character, a former military policeman who went off the grid after leaving the army, only to surface when a fellow former soldier is believed to have gone on a shooting rampage

The opening of JACK REACHER creates some stomach-churning tension, as it involves a sniper (Jai Courtney) shooting and killing five unconnected people. With great forensic expertise, Detective Emerson (David Oyelowo) finds tiny clues that point unerringly to ? the wrong man, Barr (Joseph Sikora). While being interrogated by Emerson and district attorney Rodin (Richard Jenkins), Barr writes on a piece of paper that they should get Jack Reacher.

Barr is soon in a coma, but Reacher arrives on the scene, having seen Barr?s arrest on the news. Reacher is not exactly a friend of Barr?s, but he winds up delving into the case nonetheless. Reacher and Barr?s idealistic attorney, Helen Rodin (Rosamund Pike) ? yes, she?s the d.a.?s daughter ? find there?s much more to the situation that is originally apparent.

Most of the twists are intriguing and surprising, starting with the one concerning why Reacher is so interested in what Barr has or hasn?t done. As long as the movie is concerned with Reacher and Helen?s efforts to find out what?s really happened and why, we?re fairly engrossed. However, once the truth is known, JACK REACHER turns into a relatively standard action movie.

Director/writer Christopher McQuarrie (who penned the original screenplay for THE USUAL SUSPECTS), working from Lee Child?s novel ONE SHOT, does a crisp good job in the opening sequences and never lets the pace lag. For some reason ? and perhaps this is something mandated by forces above McQuarrie?s head ? there are a number of shots that have Reacher gazing meaningfully just past camera, and close-ups of Helen staring adoringly up at this mysterious, powerful stranger, to the point where this borders on self-parody. We can see that Reacher is a great investigator ? we don?t need it underscored, nor do we need to see the man savoring his own mythos.

There?s also a strangeness in the way Helen is presented. Even if the movie, along with Reacher?s character, doesn?t agree with what it is that defense attorneys do, surely Helen ought to be able to do a better job of articulating her own motives.

In other ways, though, JACK REACHER is pretty delightful. It?s hard to complain about a movie that gives Robert Duvall such a swell, fun supporting role or uses director Werner Herzog(!) as a scary bad guy. Jenkins and Oyelowo are both excellent.

The sniping scene at the top is unnervingly well done, and it?s book-ended by a less resonant, more exciting shootout. There?s fun action throughout and a solidly constructed puzzle to solve. It?s not great, but it?s sufficiently entertaining?as it goes.

Engaging Consumers for Improved Cost, Quality and Outcomes ...

Following closely on the heels of the mHealth Summit, the Bipartisan Policy Center (BPC) recently released the research report, ?Improving Quality and Reducing Risk in Health Care:? Engaging Consumers Using Electronic Tools?.? Arriving in the shadows of the fiscal cliff discussion, the report notes that healthcare spending currently places a considerable burden on our economy.? And with a focus on cost reduction, implementing the right measures to improve quality and individual health remain tantamount as well.

Originally identified in the 2001 report, ?Crossing the Quality Chasm: A New Health System for the 21st Century?, the Institute of Medicine (IOM) promoted patient-centeredness as one of six key aims for the nation?s health care system, thereby making it well-established and widely embraced today.? And building on the January 2012 report, Transforming Health Care: The Role of Health IT, the BPC identified six attributes that emphasize patient engagement?s role in supporting high performance organizations:

1. Organization-wide focus on the needs of the patient

2.? Strong organizational and clinical leadership

  • Bring the patient?s perspective to the design, delivery, and management of care.
  • Patients are involved in governance and advisory boards to provide input.
  • Create organizational culture that focuses on the needs of the patient and encourages continuous learning and improvement

3.? Access to information to support efficient, coordinated care

  • Successfully coordinate care across providers, settings, conditions, and time
  • Care teams and patients have access to an individual patient?s records across settings in which care and services are delivered.
  • Patient preferences and status are included in the record to inform clinical decision-making

  • Privacy and security are carefully managed

4.? Timely access to care

  • High-performing organizations provide multiple avenues for patients to receive timely care.

  • Recognize that providing educational resources and self-management tools to promote prevention and wellness, as well as management of chronic conditions can lead to better health outcomes

6.? Accountability, alignment of incentives and payment reform

  • High-performing organizations continuously measure and take actions to continually improve performance on the cost and quality of care, including patient experience of care and health outcomes.
  • Clinical, administrative, and patient-generated data inform goal-setting, the identification of areas needing improvement, and the effectiveness of interventions.
  • Financial incentives are aligned with better outcomes in cost, quality, and patient experience.

In efforts to support cost and quality goals, there have been a number of new models being tested by the Centers for Medicare and Medicaid Innovation (CMSI), including the Medicare Shared Savings, Advanced Payment and Pioneer ACO models, as well as the, Comprehensive Primary Care Initiative Demonstration.? Together with the Partnership for Patients:? Community Based Transition Care program, these arrangements are helping demonstrate that patient engagement, activation and communication are all associated with lower cost and better outcomes.

Despite the forward movement, significant challenges continue to exist for patient-centered care and patient engagement.? Such challenges include the need to expand patient engagement in medical education, post-graduate training and continuing medical education.? Making a fundamental shift in practice and reimbursement will not only improve physician-patient interaction, but also help to align participant goals with health, wellness and prevention.? And as Susannah Fox, Associate Director, Digital Strategy, Pew Internet & American Life Project, outlines below ? organizational culture should embrace the ?e? in e-Patient, since engagement is an instrumental step towards achieving the IOM goals.

Study shows impact of not investing in transit; CTA stroller campaign ...

The CTA, other transit agencies and their millions of riders got another reminder today of the importance of capital investments in infrastructure. A new study released today by the Illinois Chamber of Commerce showed that the failure to invest in transit would seriously derail the area's economy.

?Nearly two-thirds of employees in downtown Chicago arrive by bus or train,? said nationally known transportation analyst Joseph Schwieterman, a study author. ?Without a strong transit network, the city will lose the vitality of its downtown area, which is home to more than half a million jobs. Overall, the deterioration of the system will impose more than $500 million ? or $175 per household ? in costs annually on highway and transit users, primarily as a result of higher travel times and congestion.?

According to a news release, the study?s findings also show that failure to keep the system operating in a state of good repair will:

  • ?Cost the region $1.30 to $1.90 for every dollar not invested in adequately maintaining the mass transit system. This includes estimates of costs pertaining to health, land use, and the public image of the region.
  • Lead to longer travel times and reduced transit schedules and reliability. Chicago?s transit system currently has some of the oldest vehicles and infrastructure in the nation.
  • Result in ridership losses of at least 15 to 20 percent.

Making the needed investments will provide an estimated $1.5 billion in annual benefits by giving employers access to a larger and more qualified workforce pool., said study authors. At least $2 billion over a multi-year period would be needed to address the area's transit issues. Read the study.

CTA bus drivers last week began handing out fliers reminding parents to be "stroller savvy." The campaign asks parents to be considerate, keeping strollers clear of doorways and aisles. This Land: For 40 Years, Predicting Weather for Gruber?s Almanack

Bill O?Toole, near his home in Emmitsburg, Md. A retired math professor, he has served for more than 40 years as the prognosticator of a 217-year-old almanac.

In these times of upset and uncertainty, comfort comes in knowing that dental floss can cut a dense cheesecake more cleanly than any knife. That cloves of garlic will send ants scurrying. That a cow requires at least 15 pounds of hay per day. That the state bird of South Dakota is the ring-necked pheasant.

For the 217th consecutive year, useful facts and tips like these have been assembled in J. Gruber?s Hagerstown Town and Country Almanack, a deceptively slim volume that is available to farmers, merchants and all good citizens ? especially those residing in the Middle Atlantic States ? at the nominal cost of $4.99.

Contained within its 82 pages is the accumulated wisdom of many generations of farmers who lived and worked according to the arc of the sun and the pull of the moon. This means that in addition to reporting that our nation?s fifth vice president was Elbridge Gerry and that the gift of a daffodil represents unrequited love, Gruber?s Almanack also provides ?conjecture of the weather and other astronomical information.?

For example, if you want to know what weather to expect in New England next Thanksgiving Day, the almanac offers an answer with a better-than-even shot at accuracy: ?Snow, heavy south.?

This is the educated guess of Bill O?Toole, 70, a retired college math professor who, for more than four decades, has served as the almanac?s seventh prognosticator ? or conjecturer, or calculator ? a line of work that began in 1797 with a star-savvy blacksmith. Mr. O?Toole is tall and bearded, with large eyes that convey wonder in all things, and a business card that declares in black and white his gray-area profession.

Working from desk space carved out of the book clutter of a brick row house here in Emmitsburg, about a mile south of the Pennsylvania line, Mr. O?Toole endeavors to divine the weather as much as 18 months in advance. He does so with a conjurer?s brew of age-old wisdom and 21st-century technology that includes a range of tools, from a software program of astronomical data produced by the United States Naval Observatory to the meticulous tracking ? through some 30 computer programs he has written ? of all things lunar.

The moon matters, Mr. O?Toole says, as people who work the land discovered long ago. ?They noticed a trend,? he says. ?When the moon changed phase close to midnight, the weather over the next lunar week, between six and nine days, would be fair, agreeable, calm. But it was just the opposite if it occurred close to noon: snowy, rainy, stormy, disagreeable.?

After completing his calculations, Mr. O?Toole charts his predictions on postcard-size weather maps of the continental United States, drawing a map for every week. Here, then, a test: Did the prognosticator foretell Sandy, the fall?s calamitous superstorm?

He points to a blue-ink swirl that he drew on one of those small maps. In June 2011. ?Tropical storm from Atlantic,? the Almanack predicted ? somewhat prematurely, it turned out. ?I was off by a week and a few days,? he says. ?Not too bad, considering this was done 16 months earlier.?

Mr. O?Toole ignores the occasional charge of quackery. He says that a person could predict the weather 25 percent of the time by simply throwing darts at a board, but that he shoots for better than 50 percent. And, in the annual ?Conjecturer?s Column? that he writes for the almanac, he is nothing if not candid about his performance.

?Daily forecasts for the mid-Atlantic region were correct 55.1 percent of the time, slightly below last year?s 59.3 percent, which was the best in recent years,? Mr. O?Toole wrote in the current almanac. ?The worst month for daily forecasts was October at 38.7 percent; the best was May, clocking in at 72.6 percent.?

Mr. O?Toole grew up in nearby Waynesboro, Pa. His father, William, was a toolmaker and sales representative, his mother, Dora, a homemaker and parish secretary who had grown up on a dairy farm. After she died at 91 last year, Mr. O?Toole found a diary in which his mother had faithfully recorded the weather every day for nearly 70 years.

?A deeply ingrained tradition among farmers,? he explained. A small way of trying to make sense of the natural world by those so grounded in it.

Charter enshrining Shariah at core of Egypt crisis

(AP) ? One of Egypt's most prominent ultraconservative Muslim clerics had high praise for the country's draft constitution. Speaking to fellow clerics, he said this was the charter they had long wanted, ensuring that laws and rights would be strictly subordinated to Islamic law.

"This constitution has more complete restraints on rights than ever existed before in any Egyptian constitution," Sheik Yasser Borhami assured the clerics. "This will not be a democracy that can allow what God forbids or forbid what God allows."

The draft constitution that is now at the center of worsening political turmoil would empower Islamists to carry out the most widespread and strictest implementation of Islamic law that modern Egypt has seen. That authority rests on the three articles that explicitly mention Shariah, as well as obscure legal language buried in a number of other articles that few noticed during the charter's drafting but that Islamists insisted on including.

According to both supporters and opponents of the draft, the charter not only makes Muslim clerics the arbiters for many civil rights, it also could give a constitutional basis for citizens to set up Saudi-style "religious police" to monitor morals and enforce segregation of the sexes, imposition of Islamic dress codes and even harsh punishments for adultery and theft ? regardless of what laws on the books say.

The spiraling crisis is threatening to turn into an outright fight for the identity of post-revolutionary Egypt, splitting the nation between those who want an Islamic state and those who oppose it, two years after the fall of autocrat Hosni Mubarak.

For Islamists, the constitution is the keystone for their ambitions to bring Islamic rule, a goal they say is justified by their large victory in last winter's parliamentary elections. President Mohammed Morsi, who hails from the Muslim Brotherhood, has rejected opposition demands that he cancel a Dec. 15 nationwide referendum on the draft.

"Egypt is Islamic, it will not be secular, it will not be liberal," thousands of Morsi supporters chanted Friday after the funeral of two men killed in clashes earlier this week. Witnesses say the violence began when Islamists attacked an anti-Morsi protest camp outside the presidential palace.

"Bottom line, this is a struggle between ideologies ? the Islamic ideology moving with a clear plan with public support, and the secularists," said pro-Morsi demonstrator Khaled Omar, his head bandaged from Wednesday's fighting. "We are defending Islam, which people want."

The opposition is determined to stop the draft, and thousands marched for a third straight day Friday on the palace.

The Brotherhood is "unleashing its gang chanting jihadi slogans, as if they are in a holy war against the infidels," said businessman Magdi Ashri, who opposes Morsi. "Their agenda is to monopolize power in Egypt, whatever it takes."

Egypt's Islamist-dominated Constituent Assembly debated the draft for months, until most liberal members ? and all the Christian ones? walked out to protest what they called hard-liners' railroading of the process.

Islamists rammed through approval of the final draft in an all-night session Nov. 30. Of the 85 members who voted, 80 percent were members of the Muslim Brotherhood or the ultraconservative movement known as Salafis, or their allies.

Some Salafis had been reluctant about the draft because they wanted more explicit commitments to Shariah. But several days before the assembly session, Borhami ? who is also an assembly member ? assured them that what they sought was there, hidden in subtler language.

He said that by defining Egypt's political system as "democracy and Shura" ? the Islamic term for "consultation" ? the draft prevents what he called an "American or European" democracy that "gives the power of legislation to people and not to God."

Before liberals and Christians quit the panel, Islamists convinced them to allow a number of crucial clauses that solidified Shariah, either because of bargaining or because they didn't realize the articles' significance, he said.

"They didn't understand it well at first," he told the clerics, according to a full video of his speech posted on YouTube. "They only got it later and that's why they said it was disastrous."

How much some of the Shariah provisions in the constitution come into effect depends on who would be implementing it. And attempts to use some of its provisions would likely bring court battles over what the constitution really allows. But Borhami expressed confidence the courts would be obliged by the charter to allow a widespread implementation of Shariah.

Three articles of the more than 230-article draft mention Shariah directly.

Article 2 states that the "principles of Shariah" are the main source of legislation, the same phrasing as past constitutions. The vague term "principles" previously gave lawmakers so much leeway that they could almost ignore tenets of Islamic law. As a result, Islamic law largely only governed rules on marriage, divorce and inheritance.

But at the insistence of Salafis, Article 219 was added, defining the principles of Shariah for the first time. It says the principles are based on "general evidence, fundamental rules of jurisprudence, and credible sources accepted in Sunni doctrines and by the larger community."

The language is obscure, drawn from the terminology of religious scholars and largely incomprehensible to anyone else.

But "it is like a bombshell," says Mohammed Hassanein Abdel-Al, constitutional law professor at Cairo's Ain Shams University.

The article means that laws passed by parliament must adhere to specific tenets of Shariah that the four main schools of Sunni Islam agree on. That could include banning interest on loans, forbidding mixing of genders, requiring women to wear headscarves and allowing girls to marry when they reach puberty.

"The doors are wide open to restrict individuals' freedoms," Abdel-Al said.

Another new article says clerics from Al-Azhar, Egypt's most prominent Islamic institution, are "to be consulted on any matters related to Shariah," implicitly giving them oversight in legislation.

Other articles give sweeping powers for implementing Shariah, without directly mentioning it, often through subtle additions introduced by Islamists.

Article 10, for example, commits both the state and "society" to protecting "the moral values" of the "true Egyptian family."

The vague language empowers private citizens to enforce Islamic morals, Abdel-Al said. It could even give a constitutional justification for the creation of religious police, known as commissions "for the promotion of virtue and prevention of vice."

"If I'm walking with my wife and her face is not covered or she's not wearing a headscarf, a man can come up and order me to cover her. I can't protest or object because the constitution instructs him to do so," Abdel-Al said.

Borhami pointed to Article 76, which he called "amazing." Originally the text said the only crimes and punishments can be those set by law. But Islamists amended the phase to "by law or by virtue of constitutional text."

As a result, punishments could be implemented based on the constitution's Shariah clauses even if they are not passed into law by parliament, such as bans on adultery and bank interest, Borhami said. Abdel-Al agreed on the article's effect.

The charter includes a section on personal rights, including guarantees of freedom of belief, creative and political expression and the press. The section also bans arrests and searches without court order and explicitly forbids torture for the first time. Many of the rights are more firmly worded than past constitutions under Mubarak and his predecessors.

But the section's final article says those rights cannot be implemented in a way contradicting the charter's articles on Shariah and protection of morals ? giving a tool for Islamists to limit the freedoms. "These human rights are now restricted by Article 2," Borhami said.

The charter has a broad clause saying all citizens are equal, but an article specifying women have equal rights to men was dropped amid squabbles over the wording, and the article on children's rights is vague, experts say.

Overall, the draft leaves it unclear who is "the final authority in law and its interpretation ? the elected parliament, the senior clerics or the judiciary," economist and former lawmaker Ziad Baha el-Din wrote in the independent El-Shorouk newspaper Wednesday.

The charter also limits the mandate of the Supreme Constitutional Court, which is seen as one of the strongest opponents of Islamists. Islamists also wrote in a last-minute article shrinking the court to 11 judges, from 18, eliminating its younger members.

That removes some of the fiercest anti-Islamist judges on the body, such as the court's only female judge, Tahani el-Gibali.

Youth activist Mahmoud Salem warned in his blog that "if this constitution is passed, Cairo will truly become Kandahar, with the blessing of the Egyptian president and the Muslim Brotherhood" ?referring to the home city of Afghanistan's Taliban movement.
